I have been experiencing this, too, as of the last couple of days. Upon exiting the cart (pressing shift), I am forced into the crawling position under the cart. If the block beneath the cart has open space below it, I am forced into that space.
I have been experiencing this as well on Mac as of Aug. 9. When I go to exit the minecart, I am often forced into the crawling position under the cart, and if there is space below the block up which the cart sits, I am forced under that as well.
