thats not the point of it, yes mobs will fall from the top layers, but not too often. I'm talking about the mobs that fall from the water.
Ok i've added a picture of the spawner, and I did check and it is 24 blocks from the hoppers. and they do still die with the halfslabs in place at the bottom.
No, they don't jump at the top. I'm spawning them in and then having them fall directly down.
