I realized I was having issues in both the west orientation and the east orientation. I wasn't having issues with the east orientation before, and in my survival world, the east orientation is fine. The video for my survival world is below:
I'll add that I did not check if issue persists if I use regular blocks instead of stairs, and I did not check if the left staircase has any affect. I only checked that the right staircase had an impact because that was what was relevant to my build.

It looks similar, but I wanted to point out that this specific issue did not exist before 1.20.1 or before whatever patch that came out before this ticket was created, while the ticket you linked was created in 2020.
Also, in the ticket you linked, it states that blocks and stairs do provide any slowdown, but the videos I have shared shows that that is no longer the case. It also depends on the orientation that the minecart is facing.
It's related but this ticket is slightly different.
