I am as well having this same issue, and I have run some tests to further prove my point. And note I am running Minecraft V1.14.1
In my survival world, I cured a zombie villager, and after he was cured, he instantly attained the Cleric profession because he was right next to my brewing stand. I was able to trade with him until he reached his max trades, but then I noticed this issue. His trades are now always locked out, and he will never restock even if he is standing right next to his workstation. I've tried to change his profession but that doesn't work either, he is always a Cleric regardless if there is a workstation nearby or not.
So I went into creative and duplicated this outcome. I spawned a zombie villager, cured him and gave him the Cleric profession by putting a brewing stand right next to him within his reach. I then maxed out all of his trades, and after waiting some time, I went back to him to see if he had restocked and nothing. All of his trades were still locked out and I was unable to trade with him.
However, when I go and trade with nearby villagers from villages, after some time of their trades being stocked out, they will eventually restock and I will be able to trade with them again. So this seems to only be happening with villagers in which I cure.
