I'm unfortunately unable to test this as I've gotten my connection fixed now.
My suggestion would be to add a F3+[key] bind to resync the client with the server just in case.
Sometime when you enchant with enchanting table fortune work but after Repairing or adding enchantment through the anvil fortune 3,2,1 not work in Android beta version 1.16.0.55
