Same thing happens on the PS4 version of Preview. I’ve been trying to use Actions & Stuff for weeks now, but there appears to be some kind of general issue with resource packs.
The PS4 version of Preview does have issues with resource packs in general. Either the download never ends and therefore you can’t use the resource pack, or, as the other user said, the game just doesn’t load the resources correctly.
It’s been an issue since an update that dropped a couple of weeks ago and it is really frustrating.
In case any video proof is necessary, just let me know.

The worst thing is we’ll have to wait until next week for a fix. Hopefully not, though.
I really think it is, and it’s driving me nuts ‘cause they released a new update and the issue hasn’t been fixed yet.
I have the same exact issue on my PS4, with downloads never going past the “Importing” phase and failing.
