I do believe this issue is different than both MC-186770 and MC-236209

Steps to Reproduce:

1. Have a pickaxe with Efficiency selected in hotbar

2. Hover crosshair over dirt

3. Start to break the block with the pickaxe

4. Switch to unenchanted shovel before pickaxe breaks the dirt block

Observed Results:

Blocks surrounding the selected block appear to break as if the efficiency of the first selected tool (pickaxe) is applied to the shovel. 

Expected Results:{*}{*}

The blocks break at a rate consistent with the tool that is currently selected.
