I believe this is a new feature. It happens during natural spawning too. Baby Zombie Pigmen also spawn naturally.

This is not a bug in my opinion. The player throwing the pearl gets teleported, not the entity being ridden. I also think that this inexistant ability would be overpowered.

You can rename a horse while sitting on it.
