This appears to be resolved in the latest snapshot 20w13b

 

I am able to find my villager crafting bread again and willing to share with other villagers

Bug is still current in 1.15 Pre-Release

You can use a command to view the brain of the villager to see if they are sharing the inventory

 

/data get @e[type=minecraft:villager, limit=1, sort=nearest]

But it does appear that there may be an issue with villagers unable to craft bread but are still willing and able to share foods

I'm attempting to shine light to this open issue.

It is definitely related to this MC-156306

I'm updating this ticket to draw attention to this problem.

 

I reloaded 1.14.4 and have attempted on the most recent snapshot 19w46b and it appears that all villagers are unable to craft bread from wheat and keep the wheat in their inventory. The following screenshots are from a game reloaded from 14.4.4 and my previous comment are from the snapshot

 

This screenshot is to show that there is not bread crafted in their inventory and that they have a full stack (64) of wheat unable to convert it into bread.

I additionally gave the villager full stacks (64) carrots, potatoes, and bread.

And here it shows that the villager gave 40 of carrots, potatoes, and bread each but remains with the 64 x wheat, showing that the villager is willing to share

My villagers can throw bread, but will not craft bread.

 

I gave my villager a stack of 64 wheat and they have done nothing with it.

I gave my villager a stack of 64 bread and they gave 40 to the other villager but remain with the original 64 stack of wheat (and 24 bread)

I gave my villager a stack of 3 wheat to rule out the technical issue from this issue https://bugs.mojang.com/browse/MC-151395 My villager remained with 64 wheat, 24 bread, and 3 wheat.

I cleared the villagers inventory and gave them a stack of just 3 wheat and they continue to just hold onto the inventory of wheat, unable to craft it to bread

 

I gave a villager 2 stacks of 64 wheat and 1 stack of 64 carrots, and the villager is willing to share, just unable to craft bread

I am experiencing this as well - my husband and I are on the same server and I had him go interact with the villager and it fixed the glitch for me, but it seems to be happening to me again, and I haven't had the chance to have my husband go interact with the villager.
