Can be fixed by backing up the world directory, server.properties, permission.json and allowlist.json and deleting all other server files then doing a clean install of the server and copying back the world etc.
Also have the issue. However if I load my server up with the preview edition and also my client my world loads, so at least I know my world is intact.
