Also I have went down a rabbit hole looking at MC-186067 thanks by the way Mish Rodic. It seems the same problem but everyone says ship wrecks are fine and not changed although in my original post you can see that was one of the first complaints. My shipwrecks in this snapshot have like a 60% of having no loot in almost all the chest. If this is an intended change that's fine but I seriously doubt that all chest in the world over half not having any loot is fun for anyone. 

I have spent several hours now checking this from release 1.15.2 and the snapshot mentioned above. Even the previous snapshot was fine but inless the tables were changed dramatically something is wrong. I have not had one chest with nothing in it besides this snapshot. On this snapshot though about 60 to 80% of chest have no loot.
