Had same issue once. Android version 1.1.0. Yesterday when I got the ocean map at home, I saved my world by copying the whole game folder. Today I left home, when I was there I found an empty monument. I googled and found this bug here, and decided to reload the game by copying the backup folder back. When I was there the second time, the inner structure and elder guardians were created correctly. Hope this helps.
