I am seeing this issue as well. I have tried reinstalling the auncher, as well as many of the other fixes recommended, but regardless of how I do it it always says it's unable to either: locate one of the files (the same files many of these other complaints listed,) or the latter utterly bizarre error:

From what I can tell the installer is failing to download anything at all (no new files are fetched, when trying to create a new profile (For example, to join my friend's 1.19.3 server), it can't seem to fetch anything at all. When I DID use the files that I already had downloaded that were functional not a few weeks ago, it finds something new I haven't downloaded or that has been removed (eg the a0d43b09bbd3a65039e074cf4699175b0c4724b8.png image). This problem persists with a clean installation (actually worse with that, given none of the pre-existing files I DID have were present any longer, though in neither case was minecraft ever able to launch)

I'm running Windows 11 here. Will try soon on windows 10 to see if that improves matters.

 

Edit: Ok, now I can't reproduce this. I'm leaving this up for posterity, but I /seem/ to have gotten the launcher to behave after (once more) pointing it to the java version I'd downloaded to try to work around the issue. I'd been trying to push the launcher to update itself, so it's possible I'd finally gotten that to succeed, and the issues were on a prior version? Not really sure what happened here, but glad it's working again.
