Had this happen on my Vanilla 1.17.1 Realm while working on an automated farm in the End dimension. Seemingly it got triggered by me reverting to a world backup. Attempts to revert further back didn't fix it though. This server is about a year and a half old now.
Total shot in the dark here but you know how when you're using a portal (Nether or End) you're briefly in this in-between space where it's always raining? That's at least what happens to me. Maybe the permanent rain ends up affecting the bees.
