I am experiencing this bug as well in 13w02a + b. It does not happen for me in 1.4.7 or the 13w01a + b snapshots. I am using an ATI Radeon HD 4800 with the current driver version 12.6 on Windows 7.

EDIT: This actually does occur in 1.4.7 but only with a few textures. I only really notice it with horizontal logs, but the new texture change makes it occur with all blocks.
This bug is much more noticeable with the new texture pack change in the last two snapshots (13w02a+b, and 13w03a). I used to only notice it with horizontal logs, but since the change it's all block. I'm using java 7 64-bit and an ATI Radeon 4800HD with the latest drivers version 12.6.
