yes, this is still happening but only the mobs are spawning, the bat issue has seemed to go away.

Sorry about that, just thought i should note that i made this world in 1.13.2, loaded in 1.14.1 then to 1.14.2 and finally 1.14.3 pre, not sure if this has anything to do with it but here are some screenshots.
