From as i can see this is not a bug. This is a missing feature. If you want to suggest it do it on feedback.minecraft.net

From as i can see this works as intended. You are trying to move camera using 2 fingers which is gonna be buggy because it wasn't intented to work that way.

Anyways if you want to suggest a feature do it on feedback.minecraft.net
