Not sure if same issue, but when trying to download 1.7.10 (for a modpack), it failed on both MultiMC and vanilla launcher, I tried https://libraries.minecraft.net/com/mojang/netty/1.8.8/netty-1.8.8.jar in browser and also "curl https://libraries.minecraft.net/com/mojang/netty/1.8.8/netty-1.8.8.jar" and that also failed until I either turned on VPN or changed DNS to 1.1.1.1 or 8.8.8.8, so I guess its a dns issue (for reference my DNS IP seems to be owned by my ISP, but I don't wanna publicly share which it is)
