This happens in all platforms of bedrock edition, but not only with banners. This bug also applies to the text of any signs and to slimes.

guys, I think this is intentional so people don't use their maxed-out bows on accident when trying to craft a dispenser. I might be wrong though...

This is true but I've alreaady reported it on MCPE-168372
