yes, this bug is still here, sorry for respond so late, the bug is still happening, even if I have a new phone, the steps is unknown, i know only of you leave Minecraft in background for few seconds (and not crash) or you open another application with Minecraft running.
after this the visual stuck and move like you are scrolling something that do a strange power on you that block your moviment
