Having the same issue on my Realm Server 1.14 - tho not updated from 1.13 and just created a new world.
As we only have cured Villagers at our homes, it seems that discounted items do not have their discount applied.
e.g. my Fisherman has 2 Items in which he offers a visual discount
1 instead of 3 Coal for 1 Emerald3 instead of 6 Raw Salmon for 1 Emerald
Neither of them working
another Villager of mine
10 instead of 17 Paper for 1 Emerald6 instead of 13 Emeralds for a Name Tag
And again, the discounts are not working.
My Armorsmith just has one item for an discount avaible ...
1 instead of 6 Emeralds for 1 Bell.
Does not work.
