I don't exactly remember what version specifically, but I'm fairly sure sneaking did quiet your footsteps at one point. But regardless of this, it mutes your footsteps for yourself, but other players can still hear them, which can mislead the player into thinking they are being silent, which is what makes me think this is a bug. You would think sneaking would make you quiet...
