Thanks, TheBoy358.  I haven't had much time to play Minecraft the last few weeks, I appreciate your diligence.

Given that dyed wool color is hereditary, that all animals are hermaphrodites, and that you can breed a brown panda from black and white ones... I think it's safe to say that Minecraft isn't too concerned about real-world biology. 

Did you try to /locate Village or New_Village? The former no longer works, as all villages have been updated. 

Urielsalis, the intent seems to be for them not to be obtainable in survival except as a drop from patrol leaders.  By giving them seven patterns, the devs assured they could not be crafted;  it seems likely that leaving the copying mechanism in was an oversight.

There's one bit of further evidence:  The Illager Banner has a unique colored title, different from every other banner in the game. That led me to think it's meant to be a unique item.

Every problem in the game is a result of how it's programmed. This is only a very minor problem, I grant, but it's one extremely easy to fix. Just switch it to say you need to be in the Hell biome.
