Can confirm that this is still happening on Xbox One, Bedrock, version 1.10.0 Go into game main Settings, Global Resources, add a texture pack (I use the Minecraft Classic Texture Pack) to Active Packs, play. End game. Shut down Minecraft. Restart Minecraft, and the texture pack is no longer in Active Packs so must be added once again.
