This problem got worse and worse until it would crash before the first menu was displayed. Just for the heck of it, I started Java Minecraft. It also crashed. Fortunately Java MC provided a debug screen which said I was out of memory. So I rebooted Windows 10 and then Minecraft Bedrock started fine. I don't know what ate all of my memory but the first abnormal thing I noticed was the Global Resource Reset failure message. I did not think of using Task Manager to narrow it down further.
