EDIT 2: These are constant. I did notice in my original design though that at times the lights that "should" be on did turn off for no apparent reason

Although MC-6540 is a dupe, it goes into more detail. The wiki is wrong, since you can connect wire that is on air to other wires or tripwires as long as the north or east hooks are also above transparent blocks. Upper half slabs and upside-down stairs also count as a non-transparent blocks to the tripwire hooks
