Theres also not nearly as many. They seem to be spawning normal sized patrols just a bit more frequently than they used to. I haven't had a chance to check but they also seem to be spawning in the same places every time. Those are just observations that could be incorrect though. The things I can prove and have replicated several times is the lack of a captain and not dropping any loot.
This is not happening at outposts. I have not discovered any outposts in this world yet.
