Actually, it can happen anyway, anytime (but not always) after using elytra. And can be fixed by using Elytra again, or by swimming (sprinting in water). It can sometimes even fix itself.
The lead is technically still there.
And I got this happen to a horse.
System Reboot Just Fixed Everything. Ignore This.
This Has Occurred To Me As Well. Also It Prevents You From Using The New Character Creator.
This has been case with massive worlds for a while, and the following version has made it more severe, it is best to make a new world or play on a smaller one if you want to play properly.
