Happening on my 1.14 Spigot server, we have essentials and treecapitator (both 1.13 but they're still functional). No issues in reproducing with or without plugins though.
We noticed it at first when it was on hard and there were no mob spawns, and our cows were acting strangely. The cows moved in very small amounts every few seconds, it was as if the whole server was tick lagging but everything except the mobs were fine. After restarting our cows are gone. They have been bred and interacted with, so that's out of the question.
