We have the same issue on our 1.15.2 server. It started happening randomly - after upgrading to 1.15.2 mobs burned normally, but suddenly we had them not burning. Also: they started dropping all their items and the armour is not damaged in any way when they drop it. Weapons dropped have damage, but armour is like it's brand new!
