We are also experiencing this issue on my server.

Place fishing rod in enchanting table
Place Lapis

List of possible enchantments list one two or three enchantments, but no details about enchantments

Choosing enchantment consumes one lapis and required level, but do not enchant fishing rod. Fishing rod gets new list of possible enchantments without descriptions.
