Our server is suffering from the same issue, as well as BDS-19101. Going through a portal can takes minutes to happen and the CPU usage spikes to 100% throughout that time. However once the nether eventually loads for the player CPU usage drops back to standard levels, however the world in all 3 dimensions is incredibly laggy. eating can take 4-5 attempts, blocks break and place eratically, and so on6
This is tied to the sim distance the world is set to once the chunk is unloaded all powdered snow in the chunk will disappear
Steps to reproduce
1 locate or place powdered snow block
2 Back up until chunk is unloaded due to leaving Simulation distance
Expected result
Powdered snow block remains visible
Observed result
Powdered snow block disappears
Have just had my bug report linked to this but mine is different, When traveling from a player created overworld portal to the end you take fall damage in relation to the y level the portal is on in the overworld compared to the landing pad in the end. So an end portal at y100 in the overworld will kill a player when they enter the end and land on the platform at y49. this is stopped by having slow falling active whilst going through the portal.

It was a brand new world. The server was very busy between 20-30 players online at a time. We found a fix which was drastically increasing the compression number on the server. It fixed both issues
