I have this same issue in 1.19 pre-release 1 and may be able to provide more information.
Tested on multiple accounts, only happens on one computer for server chats only. Singleplayer chat works.
This message appears in a server console for every message that gets sent.
The issue doesn't apply when running the game on version 1.18.2
