Was messing a little more some of the datapacks worked and some of them stopped but yeah restarting the server didn't stop the items from appearing.
Reducing the Datapacks did make the ones not working Work. So it's a problem with too many.
Updated a server to this pre release and mining wasn't working. Made a new world and then replaced everything but the datapacks folder with the old world and it's working again. Then put in the old datapacks and they work now too.
