Here is the command i used for 14w11b:
/give @p minecraft:water_bucket 1 0 {display:{Lore:["Puts out fires!"]},CanDestroy:["minecraft:fire"]}
This is intended for snapshots of 1.8 so i was't really surprised when i found out what it did not do.
I put fire down in creative mode and went into adventure mode and tried to break the fire but it failed.
