I'm playing 20w14a and I'm still experiencing a similar issue. I'm getting the trade as available for an Ocean Explorer map for 13 emerald and a compass. I click the trade and it pops up as if I'm able to receive the map, but it never completes. It went into my inventory once, but when I tried to use it, it switched back to being a compass. All other villager trades seem to work except this ocean explorer map.
