Yes, I did switch but then switched back. I'll try staying in spectator and turn off the resource pack.
EDIT:Yep, same thing happened with making a new debug world, staying in spectator, and keeping the default resource pack on.
I can't attach the resource pack as the size is apparently too big for the limit.

This acually happens if you look in the creative inventory too
