Hi, you can enable it back without starting minecraft. I had the same problem and dug trough the internet a bit and found a handy little program called NBTExplorer that lets you tweak the level.dat file. With that said, install the program, run it, open the world you want to repair, open level.dat, search for datapacks, go to disabled, cut vanilla and paste on enabled, save it and done! It is now fully working! I hope I could help
