Yep, switched to Ubuntu (same server hardware) and had the same performance.
I am going to switch to the Ubuntu server to see if that performs any better. Having to buy a new processor to run Minecraft server seems insane.
I too have been experiencing something very similar to what @Edward Dolezal is describing. It's definitely not client side lag. The game stutters like the server can't keep up. When I look at the resource utilization though, the server is hardly using CPU. I have attached a video showing what is going on. In the upper left you can see that my FPS stays high, but the animals start stuttering. During this time, the bedrock_server.exe CPU utilization never goes over 6%.
I am running BDS 1.14.32.1
Server - i7-2600K with 16GB RAM

I am running BDS 1.14.32.1 and I have Minecraft on Xbox One, Android, and 3 different Windows 10 systems. The Android, Xbox, and 1 of the Windows 10 clients can see the local server. 2 Windows 10 clients cannot. Each of the Windows 10 clients are 1.14.30.
@Matthew Hunter - I was using debug mode. Either way, your post comparing the two pre-releases is exactly the problem. Nothing is lagging, the TPS is just lower.

The server admin checked the logs and there were no errors or warnings. The server is acting just fine, it's just running at ~15 TPS.
I attached a gif showing eating food. The first time I release the mouse button after the animation. The second time I continue to hold it.
I was about to open a ticket, but I think what I saw might be related. When eating, the animation finishes before the game counts the food as being consumed. It takes about another second after the animation for it to take affect.
I was curious if this was maybe a visual bug, but I attempted to enchant a pickaxe and it wouldn't let me. I could enchant a chestplate though. (See attached images)
My apologies for the duplicate. I searched but didn't see that one.
So, it appears that it's not a visual glitch. Occasionally you can see the item flash quickly in the bottom right (right handed) as if it's just being switched back and forth quickly. Also if it's a tool, it no longer functions.
So, I wonder now if this is related to mobs not despawning. Currently when my server starts stuttering, I kill all hostile mobs. That usually helps, although there have been a couple instances where it server still lags.
I was pretty amazed when I saw how many mobs were being built up.
