Same issue for me. What I did was right click on the minecraft launcher and select "properties" and then under compatibility was "compatibility mode". It is most likely in Windows 8, so maybe try changing it to Windows Vista (Service Pack 2) and press apply. Unfortunately, it will use an older launcher and, at least for me, skins do not show up in game. Until there is a proper fix, maybe try this?
