I have a map with 100% reproduction rate. I saved next to the clock. Just cut and reconnect the redstone wire to the repeater in question. Still occurring in 13w09c singleplayer survival. To reproduce I need to get far enough to unload my piston clock. After returning to the clock, a repeater is unpowered, although the redstone connected to it is. If you need any other info, comment and I shall provide it.
