Dragging the Minecraft.app from the .dmg into the user's Application directory (instead of the one shown in the dmg which is an alias for the system's Application directory seems to be a valid workaround for this issue. If you do it from one account, then switch to another account the dmg should still be mounted (in other words, no need to eject/re-download for each user just leave it mounted and drag from there to the user's application directory).
