Confirmed 21w05b. If this is not a bug then there needs to be a feature request for a "hide particles", and a "hide icon" flag in the partciles command. For example. a true invisibility effect should not have particles in some cases.. but at the same time the player cannot see if they are invisible in first person mode and would need the icon as an indicator.
