I'm seeing the same thing. This was fixed in an early snapshot, https://bugs.mojang.com/browse/MC-162724, and not called out in the notes so it feels like a bug.
Once I angered the bees, they popped out but headed back in and don't come back out.
Another oddity is that dispenser based collection stops working for the hives as well. I have hives at level 5 and I see the redstone is lit from the observer but the dispensers aren't activating on the hive. Further analysis I found I couldn't even manually hit the hive with shears even thought they show honey level 5. Same thing happens with bottles.

It's like the hive itself is locked.
