I am having this issue as well. No commands will work. Neither I, the realm owner, nor the one person I have op'd are able to use commands of any kind.
PC/Java version, set to survival but force gamemode is OFF, command blocks are allowed. I have done everything possible to fix it on my end.

I had done it before without effect. Tried again, and things are back to normal. Thanks.
