I get the same, but it occurs anytime I start the game.
Frames and Paintings that were stuck to oak plank wall immediately pop off the wall upon game startup. When attempting to reapply, frames and paintings do not stick to the wall and they disappear from inventory, but it doesn't drop the item again.
However, when you quit and restart the game, the missing frames and paintings reappear on the wall (then pop off again). If you collect the popped off version they continue to accumulate in your inventory and reappear after startup.
Maps that were in the frames also pop off and then reappear when you restart (meaning they duplicate/copy in your inventory.)
