can confirm, however you ARE able to use a command to set the beacon to active, so maybe it's just a button in the gui problem
I built a tier 1 beacon and used
/data modify block ~ ~ ~-1 Primary set value 1
and it turned on Speed I, the first option, in the gui and gave me the effect as it should
