Yes,  MC-192918 is the exact same issue, which means this should probably be marked as a duplicate.

Oh yeah, while discovering this bug, I found out that you taking damage while trying to regenerate your health beyond the default maximum still happens even if you are in creative mode.

No, this issue has never occurred before with or without the resource pack applied. Also, I just logged back into the world and the issue is no longer present.
