I think I might be experiencing this issue as well.
I'm running a BDS in ubuntu. There are 2 villages within running distance if the spawn point. The closer of the two had a farmer, but no other villagers or iron golem. The further one has no villagers at all, and two horses in a barn. The server was installed and setup yesterday, 15 May 2020.
Does there need to be something like "spawn-npcs=true" in the server properties file?
