As you can see in the screenshot, there is a stone slab at ground level. The campfire is under that. The smoke is coming out, however it has no calming effect on the bees when in Hard Mode. The same thing happens if you try to cover the campfire with a carpet of some sort. It works fine in Standard or Peaceful Mode.

Why has this been set to Resolved? There has been no resolution. I sent in the Screenshot and got no response after that.
